He created a Constitution and a set of laws. Penn invited people to come to this new place to be free and start a new life.
Penn created the capital city of Philadelphia, which means "city of brotherly love." He wanted it to be different from the crowded streets in Europe, so he laid it out in grids. The location was important because it was on the Delaware River, which allowed ships to come in from the Atlantic Ocean.
